    Back in ’73, when I first started working as a Deputy Sheriff, we were paid by “Payroll Warrants”, which were good ONLY at the bank issuing them. This practice continued until the late ’70’s.

    As I understand it, Kali WAS paying with “warrants”, and THEN went (down) to IOU’s.
