No need to worry about NFA or GCA when you’re in international waters. M-16s, SAWs, and Javelins for those who want and can afford them.
Seasteads will have to become economically important. That’s pretty much the only way they could possibly become autonomous. Because when it comes down to it, who’s more powerful, the US or Exxon? or Monsanto, for that matter.
If you become economically important to a country or corporation that can protect you, you might not have to worry too much about pirates.
There’s also the possibility of establishing a total Robin Hood hideaway kind of seastead full of awesome traps and trained sharks.
JP, one of my uncles was a pioneer in the field of undersea research labs. He purchased two of the labs from the Navy in the late ’70s when his 20 years were up. The more spacious unit was used as a hotel (and still is), and the other was used on contract by the Navy, NASA, and private groups. I got to spend the night in the hotel as a kid and it was a trip.
Making Seasteads economically important is easy. Think vacation homes, or bio-fuel farms (algae can make all sorts of neat things), or open ocean hotels for the sailing set, etc.
One of the things I am designing at home is a WIG (Wing-in-Ground Effect) Vehicle (think flying boat with a max altitude of a few feet, top speed of over 200 knots, and a load capacity somewhere between a similarly sized boat and aircraft). Give people a fast, economical way to go from international waters to land for supplies, and the idea becomes more interesting.
If such steads do become widespread, there will be one eventually that needs help. I will give you 3 guesses as to who gets the call. The first two don’t count.

The US Navy already sails in to rescue ships in distress, along with storm savaged coastal cities, and even whole other countries, it’s part of the job description. It’s not a question of should they as much as it is a question of, “how many times before the Navy demands they move back to land.”
