Oregon Sheriff Palmer wants to issue you an OR state CCW Permit in CA!

Oregon Sheriff Palmer wants to issue you a non-resident CCW permit in Oregon, and he is going to come to CA to do it.  He needs your help, and CGN has stepped up in partnership with GUNPAL to make it happen. Palmer needs $12,000 to purchase a Portable LiveScan machine so he can show up at local CA gunshows and take your applications.   The law requires that this be done in person.

I have spoken with Palmer and he is one of the most pro-RKBA men I have ever met in law enforcement or indeed anywhere.

Please dig deep, and contribute whatever you can.  Donations to this project are NOT tax-deductible, will be routed through the County’s books, and any money in excess of the cost of the machine will be used on travel expenses.

I spoke to CCW Instructor Shawn Mahood about getting a non-resident OR CCW and he told me about Sheriff Palmer.

I am looking at my finances and if all is well I’ll be making a detour on my way home from Boomershoot to see the good Sheriff and start the paperwork.

You CA folks need to get this camel’s nose under the tent. Give to cause.

    Thanks for the heads up. I’ve been trying to find a gun friendly Sheriff down there for a while now. This just might lead to a road trip.

    The CHL law permits Sheriffs to issue (may issue) to out-of-state residents, but there is a catch:

    “The county sheriff may waive the residency requirement in subsection (1)(c) of this section for a resident of a contiguous state who has a compelling business interest or other legitimate demonstrated need,” (Oregon Revised Statutes 166.291)

    That looks like a big barn door in the CHL law has been left wide open, but I’d hate like Hell to be the first one arrested in a liberal county and have to face a liberal judge’s interpretation of that language.

    That said, there is a revolutionary streak in that part of Oregon (google up “State of Jefferson”). A Jackson County (Klamath Falls) Sheriff of the 60’s & 70’s, “Red” Britton, used to issue licenses to most all who walked into his office, in the days before OR was “Shall Issue”.

    The best thing that R2KBA boosters in Oregon can do is work towards reciprocity. Oregon has a fine system, for Oregonians. Our system has no alcohol restrictions on carry, and there is total State pre-emption. If we recognized other states’ licences/permits, the system would be damn near perfect (for a permitted system).

    Under the ORS 166.260 (Offense of Carrying a Concealed Weapon, Exceptions thereto), there is subsection (2)(b), which says, “Licensed hunters or fishermen while engaged in hunting or fishing, or while going to or returning from a hunting or fishing expedition.”

    There you have it, sports fans. This exception has been in the OR CCW crime law forever, as far as I know, and it has withstood the test of time and courts. The most strict interpretation I have heard of it was that one judge interpreted it to mean the weapon must be concealed under “the outer clothing” of a hunter or fisherman. Can’t put a mouse-gun in your jockey shorts or Speedos.

    So, when traveling to Oregon, stop just over the border and purchase a short-stay fishing license, carry an old but serviceable rod & reel and a few trout/steelhead lures with you, familiarize yourself with some fishing sports (the license place will have the official Fishing Guide for free), and you are then traveling to or from them, and are legal to carry CCW.

    Personally, I would depend on this provision before I would depend on Sheriff Palmer’s CHL.
