We wouldn’t be having these TSA pat-downs & invasive scans if Bush hadn’t started this ball rolling. Obama owns this current mess, but only because Bush gave him the power to do it.

The bill passed the Senate 100 to 0. Nine Republican Congressmen voted against it. So I would say that Republicans certainly share blame, we can argue whether or not they are actually conservatives.
The real problem is the Congressional love of big government. The government has become far too big for Congress to control, so they cede control to departments and agencies like the TSA, EPA, IRS, etc… and set them loose on the American People like the Horsemen of the Apocalypse.
To be fair, Bush opposed Federalizing airport security, but he never did get the knack of vetoing congressional crap-sandwiches.
