   I bet if they cut off extra welfare payments for additional children the birth rate would plummet even more.

   I’m all for having as many or as few as you want, but only what you can afford to raise without help from the State.

   That, or if you get pregnant and have a kid while on welfare, congratulations, you just made some adoptive couple very happy.
