This a simple problem to solve. Don’t mandate health insurance, but require that if you do not have coverage, you had better have a DNR/Living Will on file, and hospitals are not required to do anything but the bare minimum to keep you alive until they have a name & proof of insurance, or the DNR on hand.

OK Chris, we’ll just change the law so that if you do not have proof of insurance, we can assume a DNR is in effect.
