Step 1: Raise the minimum wage.
Step 2: Insist that Americans have to accept illegal aliens working off-the-books, for less-than-minimum wage, with employers paying no labor taxes.
Step 3: Push for an Amnesty Bill that will continue paying foreigners less-than-minimum wage.
From this angle, minimum wage laws are just job set-asides for illegals. I can see why banana republic states like California like the idea.
