I think this is a good idea. The filibuster should be a principled stand, not just a way to avoid work. A party should be required to actually offer some entertainment it if they intend to present the theater of principled opposition.
My only worry is that our current breed of politicians, evens if the agreed to such a rule, would be too lazy, & too taken with their creature comforts, to actually do something like this, which would mean even more bills would get passed (& unless those bills are repealing laws, etc., that can’t be a good thing). Also, I don’t like the numbers requirements. One person should be able to stand up & say STOP!
