Unintended Consequences

Wow, that is interesting and weird…
Not so suprising, actually. It’s another case of making something illegal that should not be, and everyone knows it but wants the law anyway to “stop that idiot who just cut me off while he is texting because I would never do that while I was texting”.
No new law was needed, since inattentive driving is already illegal. The idea that a new law, making inattentive driving even more illegaler, would stem texting while driving is idealistic at best. It just drives the activity underground (or in this case, under the level of the windows).
Crap like this is what gives us libertarians fits, since it’s another case of “There ought to be a law” and “it’s for the children!”, even though there is already a perfectly adequate law in place, and the only laws that should be “for the children” are the ones that make life even harder for those who abuse children.
