In July 1941, as he planned his third term, Roosevelt suggested to his biudget director a proposal for a 99.5% tax rate on all income over $100,000. When the budget director was clearly startled by such a request, Roosevelt replied, “Why not? None of us is ever going to make $100,000 a year.”
