I don’t think so. Ever since the Anthrax scare of a few years ago, there are a host of new rules about “innocent” substances. I think that dogshit would fall under BioHazard, and therefore be prohibited.
You can go farther back. The US Post Office has rules for what can and can’t be mailed, and dogshit has aways been on the no-no list.
Plenty of precedent for slapping this idiot down.
