I’d say war gaming/planning is a good guess, given that they fought a small war over what I’m guessing is the same area in 1962. My html skills suck, here’s the Wikipedia URL:

I’m guessing Aksai Chin = Aksayqin
Now, I wonder if they have similar models of sections of their border with Russia. Or maybe not, since the Russians/Soviets have had spy satellites for decades, while the Indians have only had access to this kind of overhead imagery in recent years.
